Yes, even internet-based digital signage still has a working functionality even without internet, through offline caching. At the initial assignment of content to a screen, the content is downloaded ahead and cached locally on the client. In case the internet crashes afterwards, the client just continues to play that cached content.

What doesn’t work offline are:
Live streams
Web pages
Real-time dashboards
For example, if you assign a playlist on October 1st and the internet disconnects on October 2nd, the screen will continue to play that same playlist as long as it stays offline. Even if the outage lasts weeks, the cached files will keep looping. When the internet comes back, the screen itself retrieves the latest updates and begins running them.
This renders the cloud digital signage very stable where connectivity is precarious. Companies do not concern themselves about black screens or interruptions. Provided that they never venture beyond the standard media comprising videos and pictures, the signage will continue to operate seamlessly until the next change is pushed.
